MINUTES OF THE PUBLIC MEETING OF DECEMBER 13, 2011
TOWN HALL, 542 LIBERTY STREET, HANSON, MA

Called to Order at 7:30 PM under M.G.L. c 131, §40 and the Hanson By-Law 3-13, §5 and Rules and Regulations by Frank Schellenger, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

7: 30 PM  Notice of Intent for the installation of a septic system repair within the 100 foot buffer zone to a bordering vegetated wetland and an intermittent stream at 43 Old Pine Drive, Map 113, Lot 27 for Raymond & Janet Agius represented by Morse Engineering Co, Inc., 19 Union Street, Scituate, MA  02066 (DEP #SE175-0609)  (New Hearing)

John Murray read the Public Hearing Notice and the abutters were verified.  Mr. Jeffrey Hassett of Morse Engineering made the presentation for the repair of a septic system for an existing single family house.  Mr. Brad Holmes, P.W.S. of Environmental Consulting & Restoration LLC delineated the resource area on 11/27/2011 which included an intermittent stream flowing west under Old Pine Drive.  Because the current system failed, a new proposed gravity system will connect to the existing sewer pipe located within the 50’ buffer zone depicted on a plan dated 12/12/11.  The existing septic components are to be pumped, crushed and filled with clean sand as per Title 5 requirements.  Staked wattles are proposed at the limit of work.  No abutters were present.

Request for Certificate of Compliance

Request for a Certificate of Compliance for 16 Deerhill Road, Map 102, Lot 7 & 18-4 (formally Lot 13A Deerhill Road Ext.) for Denise & William Neville (DEP #SE175-0531)  

Mr. Schellenger inspected and reported that the site was fully stabilized and the conservation posts were in place.

Mr. Harris inspected and found everything copasetic and in accordance with the plan.

Factory Pond Dam
Mr. Schellenger reported that Mr. Victor Diniak of Hanover DPW had contracted with Amory Engineering and Hanover will pick up the tab for the Phase I Inspection.  He is awaiting notification of when it will take place as he would like to be there.  Mr. Schellenger commented that eventually, the dam must be maintained.

Consultant
Mr. Schellenger commented that the Commission should request authorization from the Selectmen to hire a consultant as a stop-gap measure until an agent is hired.  

Camp Kiwanee
Mr. Harris reported that he had gone to Camp Kiwanee, but couldn’t get in as the gate was locked.  He observed that a backhoe had been used to clean out the sand from the outlet structure and the water was running freely under the road.  Ms. Nehiley was asked to check the O & M Plan to see if that requires a report.
